Windows is not part of any solution for re-installing MacOS, and is definitely not part of the solution for making a Bootable USB-stick MacOS installer. Reports of attempts to use Windows tools for this job have NOT been favorable.
The tools to re-install MacOS are included in a a read-only memory inside your Mac. It is always available.
Presuming you are talking about the MacBook Pro M3 Max listed in your original post:
How you proceed depends on whether you completely formatted the physical DEVICE with Disk Utility. or use "erase all content and settings".

If you did the latter, "erase all content and settings", MacOS is not removed, but is returned to an Un-actaivated state. The article explains how to re-activate your Mac, as if you were setting it up from scratch.
if you erased the entire physical DEVICE, you also erased a portion of the secure enclave, and your Mac will need another similar Mac to restore its firmware using DFU mode.

if you don't have such a Mac available, you will need a service appointment at an Apple-owned store [free] or at an Apple-Authorized Service Provider [not likely to be free].
