Live Photos is on by default after latest upgrade

Why doesn't Apple allow you to shut off "Live Photos" with a simple off toggle in "System Settings"?

This question is aimed at Apple itself but can be a learning experience for others that run across this problem. I also describe how to temporarily work around this problem. This is however not a permanent fix as of now there isn't one.

As it is set up, after the latest upgrade "Live Photos" is set as the default way to take photos. After asking Google the first time it gave me the wrong answer which was to toggle on "preserve last mode". Well that doesn't work. So I asked Google a second time and this time it said to toggle the switch next to "Live Photo" to the ON position. Then go back into photos and turn it off in the camera settings box in Camera not in the system settings.

This did work but not exactly as he described would happen as Google it is not up to date with the setting box in the camera app. It still thinks it flashes on screen when in use. It doesn't do that anymore. The only way you know you took a "Live Photo" is only after you took the photo. Only then does a yellow text show up that says "LIVE”. Shutting off temporarily "Live Photos” doesn't guarantee that it will stay off as users are just starting to find out!.

I'm sure there are some people that love "Live Photos" I am in the other camp that want it gone at the press of a switch in System Settings.

If you got this far then I would like to hear your opinions on the way "Live Photos" is set up.
