Vocal Shortcuts not appearing

Hi

I have made some Shortcuts that work when I invoke Siri, however I want to turn them into Vocal Shortcuts, but they do not appear in the Vocal Shortcut list.

I have tried it on my MacBook Pro and my Mac Studio, both the same, and both running Tahoe.

Tried restarting etc.
