Has Apple changed their support options recently? The website is not appear to be the same

Are you referring to this Support Site? There have been some changes made including when you create a post. Before you had to enter a Title and then add your comments, but now you just enter your comments and a suggested title is created for you. There is an option to change the created title if you wish.

From Apple's website Apple scroll to the bottom of the page and click on the contact Apple link or any other link that meets your contact needs.

which contains multiple ways to contact Apple.
