ECG Apple Watch in Belarus

I live in Belarus and activated my iPhone here. I want to buy Apple Watch with all the banned in my country apps (ECG, saturation, irregular rhythm etc). If I will activate my Apple Watch in a country that has those apps and then go back to Belarus, will the functions still be available? (The main part of this question is that my phone is already activated in Belarus, should I reset it and then reactivate it in the unbanned country?)

the features available are listed here watchOS 26 - Feature Availability - Apple

if purchased in a country where feature are absent taking the watch to a place where they are available will not help country of purchase would block it

and purchasing the watch where features are available will stop working if taken to a country where they are not

they all have gps so they know where you are located
