Why can't I resize the system settings window?
Can only adjust vertically. Need to adjust horizontally to see all the settings options which are often cut off on the right side of the window.

You have to place your cursor on the particular row you want to scroll - say, on "Sonoma Horizon", and then hold Shift, and move the scroll wheel; it should scroll horizontally that row (and likewise for other rows).
"Scaling just makes the window bigger or smaller" - that is correct.
"there is no horizontal scroll handle" - again, correct. It does say how many items there are (like "Show All (30)"), so I think that in this case the omission of the scroll bars may have been intentional.
Because all of the options are designed to fit into the window's predefined width, or for the Wallpaper settings, accessible by clicking Show All.

The answer to your question? Because Apple decided not to code it that way and there’s nothing you can do about except learn to live with it. There is no answer as to why Apple chose to do this.
As for the Wallpaper and Screen Saver panels you can simply place your cursor and swipe left or right with the track pad or mouse. Works for me.

If your mouse has a scroll wheel, then holding down the Shift key allows to use the wheel to scroll horizontally instead of vertically.
I cannot reproduce your problem with Show All. I tried it on a mac Studio with a mouse, and with a ridiculously low resolution screen (800x600) and it reorganized the thumbnails in four columns, all within the viewing area of the window.

I have a traditional wired mouse. So neither of these statements are true. I cannot scroll left and right, and after clicking "show all", it just expands the number of items, but the ones on the right edge are still cut off. Severity of the problem may depend on scaling.
Holding the shift down while scrolling (in this context) does not do as you describe. There's also no horizontal scroll handle. So it seems to think it's showing everything already. But here's what it looks like:
I have a 4k monitor running scaled at 2560x1440, but I tried several other scalings including native and see exactly the same thing. Scaling just makes the window bigger or smaller.

How exactly does your display change if you click on one of the "Show All (...)"?
You said the ones of the right are still cut off, but it is anything like the above screenshot it is a little ugly but surely not such a big deal.
Scrolling the individual rows does work, thanks! But wow, that's super non-intuitive (to me)! Also, if you click show all, all the items on the right side remain cut-off, and cannot be seen fully by scrolling. I don't find the unification of the iOS and macOS interfaces a very compelling idea - it just hobbles macOS.
