I've been trying to change my region on the App Store, and it requires me to spend my remaining store credit. However, I have $0.39 store credit left so I can't spend it. How do I resolve this?

Buy an item more expensive than your balance and use a credit card to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
