What 32 bit iMac do you have?

Are you sure you are not experiencing 32-bit app compatibility with macOS High Sierra 10.13.4 and later - Apple Support

If you are running Mojave, you have a 64-bit Mac and you are running a 64-bit macOS operating system.

But you may be running some older 32-bit applications. The next major release of macOS after Mojave will no longer support 32-bit applications.

For those 32-bit applications, you would need to application developer to to release a 64-bit version.

If you are talking about an old intel Mac with a 32-bit only processor, then "No" it cannot be upgraded to a 64-bit intel processor.

Your iMac is already 64 bit compatible, unless you have one from 12 years ago or earlier.

The message you are seeing is in relation to software running on your Mac, not your actual Mac hardware.

The apps mentioned in the message will no longer work on the next version of macOS. 10.15, and would need to be updated by their own developers.

Apple made apps will undoubtedly be updated by Apple or removed from the OS with the next version.
