Safari bookmarks: moving a bookmark

Within any particular main folder in my bookmarks list, I have some subfolders at the top of the list. Below these are many individual bookmarks. If I move a particular bookmark (e.g. a new one, which initially has appeared at the bottom of the list) to the top, just beneath the subfolders, it always goes into the nearest subfolder and there seems to be no way of situating it at the top of the list of individual bookmarks.

I have found a way of getting round this: my Mac is linked to my iPhone via iCloud. On my phone, I can slide a bookmark up to immediately below the subfolders and it stays there without disappearing into the nearest subfolder. After a few seconds, it appears in the right place in the Mac's bookmarks, too. But this is a long roundabout way of doing something that ought to be achievable directly on the Mac. Can anyone please advise?

I don't use Safari, but usually you need to carefully position the bookmark between the two items. Usually a horizontal line appears to signify the item will be placed between the folders. It can be an extremely small area where this option is triggered. As a test perhaps try moving the bookmark to between another two folders in case there is an issue with moving it to where you desired it.

Thank you for your advice, HWTech. The problem is not so much placing a bookmark between folders as between the last folder and the first of the other individual bookmarks. And I really cannot see any horizontal line or anything like that. I have not the slightest difficulty in placing a bookmark as the second of the individual ones (or anywhere else amongst the individual ones), but as soon as I try to move it to first place, it is swallowed up by the folder immediately above it.
