I have the latest OSX, lates iOS on iPhone XS, everything is updated.
For some reason, my notes has stopped syncing between iPhone and Mac.
I uncheck and rechecked in system prefs, I checked the appear on my online iCloud account - they do, I restarted all - nothing helps.
The wheel in the notes app on the mac is endlessly turning but nothing happens.
I read all post in past years, but nothing helps :(

The solution was to contact apple support, first by chat and later by phone. I must say I had excellent support with an amazing guy who spent at least an hour with me until it was solved. I’m extremely thankful to him.
If you also have this issue and you’re unable to solve it, call apple care and tell them about this procedure which will save you time.

Last resort - have you tried signing out of iCloud and then sign back in?
Note will not Sync to my Mac
