Wi-Fi slow to connect to any public network requiring a sign-in page

My iPhone is slow to connect to any public Wi-Fi network that requires a sign-in page: school, Google Starbucks, Barnes and Noble, library, etc. Takes one to two minutes. The network is fast and once I am on the network, it works well. Just getting connected is slow. This problem started in iOS 12.1 and is still an issue with 12.3. I switch my phone off each night and promptly install the latest app patches. I

force-close apps immediately after use.
