What Bluetooth devices do you have paired with your iPad? If you don't have any Bluetooth devices paired, you won't see a battery widget. And not ALL Bluetooth devices will show battery levels.

Just checked and it isn't on my new iPad Mini 5 either.

No it's not. The battery level for the iPad is posted on your home screen, so there's no need for a widget to repeat what you can see on the home screen.
