where are the videos files I transferred from pm PC to ipad

I transferred MP4 files to my ipad with iTune, but where are the files on the ipad, and how I can access and play?

iPad mini 4, iOS 12

The videos are either in the iOS Photos App or in the TV App under Library Home Movies category.
