Followed all the directions but still not syncing. Any suggestions??

What email provider? If it is an IMAP service, the syncing should happen at the server level.
Messages can be synced via iCloud.

What isn't syncing?
iPads and iPhones don't sync with each other. They each can sync to iCloud. What content are you expecting to sync?
I just want to sync my email and messages. If I delete on my iphone I still have to delete on the ipad. This has never been true before.
