I have a common subscription on itunes, $4,99 and I wish to know if I must pay for each downloaded songs or added to my library.

What do you mean by "common subscription"?

If you mean you are subscribed to Apple Music, then no, you don't have to pay for individual songs, but you need to download them from the Apple Music subscription sections within the Music App on your iPhone. In the Music app, tap on the "Browse" and "For You" tabs at the bottom of app.

If you download them from the iTunes Store App you will be charged for each song.
