Problem installing apps

Hi I am having problems installing apps on my iPad 4 I keep getting an error

Cannot download (app name) at this time

I have the lastest IOS installed on my iPad, any suggestions

You have two conflicting statements in your post.

I have the latest iOS installed on my iPad

... that is not possible. The latest version of iOS the iPad 4 can use is iOS 10.3.3, which was released in July 2017.

Since your operating system is now two years old, many third party application vendors may well no longer support it.

That is correct, I should have said I was the latest version available for iPad 4
