appleid disabled in itunes and app store

my apple id has been disabled in itunes and app store. can't enter new credit card info and I can't update my apps

Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
