iTunes Music order does not use existing balance

I have a balance at iTunes/Music. In the billing and accounts area of iTunes, it indicates that this balance will be used prior to charging the account credit card. I placed an order and the credit card was charged. The existing balance was not changed. It seems that I can't spend the existing balance.

If the account has a balance (you've logged out and back into the account ?) contact iTunes Support : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
