I had to get a new credit card in Feb 2019
i forgot to change my registered credit card number and have destroyed the old card, it has now been past the ccv date and I don’t remember it so I can not verify the card info on my a account, and the security will not let me access my account to add a new payment card number. I can’t find a number or way to contact a security dept. to help me.
any suggestions?

Try doing it via https://appleid.apple.com/account/manage
If that also doesn't work contact iTunes Support and see if they can help you do it : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
