If you are updating over the air, as you appear to be doing, the phone must be connected to Wi-Fi, must be plugged in, and must be charged over 50%. And it also cannot be in low power mode, as yours is.

Well, the screen that is shown shows no Wi-Fi connection, charged to less than 50%, not plugged in, and in low power mode. Any one of those would result in the message you see on the screen. And you have 4 conditions that prevent it from updating.
