Apple trying to charge me $17.15 for something that i have no clue about

why is apple trying to charge me $17.15 for something that i have no clue about and i can not download any apps even if they are free because is says i need my card information, but i’m broke and only have $4.00 in my account so why can’t i download free apps or apps in my cloud

PLEASE HELP
