Photos not syncing with iMac

I'm running Mac OS 10.13.6 and trying to set up Photos to stay in sync with iCloud. When I go to System Preferences-iCloud, the Photos box is unchecked. When I check it and authenticate myself, a dialog comes up "Open Photos to choose or create a library to use with iCloud Photo Library." When I click Open Photos, Photos opens but then it appears that nothing happens. The Photos checkbox in iCloud remains unchecked and I'm back to where I started.


Would appreciate any help..

You need to first set the library too be the System Photos Library in the Photos/General preference pane:



Then go to the Photos/iCloud pane and set up your iCloud library there.
