Mail is downloading every time i open it.

I am running 10.14.5 on my 1mac. When I boot up mail there are no emails and the program proceeds to repopulate all my accounts, which wastes a lot of time. It used to be possible to save read messages on the computer rather than having to reload them every time but that setting seems to be gone. Has anyone else dealt with this problem?

Safe Boot from the HD, (holding Shift key down at bootup), does the problem occur in Safe Mode?

Safe mode attempts to repair Disks & clears lots of caches, so if Safe Mode works try again in regular boot.

If all your accounts are IMAP, then highlight your Inbox, then in Mail's Mailbox menu choose Rebuild.
