When using the Apple store I get a message that I have to read and agree to new terms and conditions. When I click a blank white screen appears with no options. How can I agree to something I can't read?

First, read If you can't connect to the App Store, iTunes Store, or Apple ... It may offer something helpful.

Then, update macOS: Learn how to keep macOS Mojave up to date. macOS version 10.14.5 is the current release, and it may fix what's wrong with the App Store.

Needless to say, if you are using any non-Apple "anti-virus", "cleaning", or "Internet security" products including "banking security", anything at all in that broad category of utterly useless garbage, don't. A lot of things won't work if you do.
