QuickTime 10.x is integral part of macOS, and not available as a separate installer. To reinstall QuickTime would require reinstalling macOS.

A better approach may be to see if your issue can be solved differently.

What exactly is not working about your QuickTime Player? Is there any .mov or .mp4 file that QuickTime Player can play?

Possibly it is file specific, or possibly it can be remedied by deleting a wonky preference file.
