Buy an item more expensive than your balance and use a credit card to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.

Ok, I understand that, but for some reason I cannot because my account was created in the U.S.A. In order for me to switch the country I need to spend all my apple ID funds, I have spent them, only 20 cents left. How do I still switch the country?
iTunes Store gift cards can only be redeemed or spent in the country they came from.

What country do you live in, what country is on the account, what country is the gift card for ? You can't use a country's store unless you live there.
