I read the settings to set up Apple Pay but when I go to click the plus sign in the wallet app there is no plus sign to click on and I tried going into settings and clicking on the wallet app and it’s not in the settings so I can’t click on it

You must be using a passcode/Face ID to add a card to wallet. If you can't add cards to Wallet for Apple Pay - Apple Support
So how do I do that
go to settings>passcode/Face ID>turn on passcode or Face ID and go to that link I posted.
