Why do I need to login to a user account on system startup?

Recently, every time the machine is rebooted or starts up from power off, I am asked to login to an account before the computer starts up. Before, the machine would start up, then show a lost of users to select an account to login to. I can't seem to find any settings that would affect this, and as far as I know, no settings have been changed to cause this behavior. This is Mojave 10.14.6. The behavior is also the same from sleep, I'm required to login to the admin user account, even though I was not previously logged in to that account prior to sleep mode.

Have you set a password in NVRAM, or enabled Filevault?
