I copied files to my iCloud Drive over 8 hours ago from my PC and it has yet to show up on my iPad.

The files consist of 10 pdf files, on average 3 MB each.

I don’t know if this will help, but it has some pretty good background information.

Try turning off WiFi on the iPad, restart the device and then turn WiFi on again. That might kick start the process.
