I'm trying to create apple id's for my kids through the apple sharing and when it comes time to accept terms and conditions get the "this email addres is being used by another Apple ID. Use a different email address to create a new apple id." Can I only create an apple id for one child?

Apple IDs need unique email addresses. You can't create more than one ID per address.
