My ipad is Disabled it says to contact ITunes. I have but can not determine how to clear the Ipad.
You will need erase your iPad by using iTunes on your home computer, following the directions in this link exactly: If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
The message is connect to iTunes, not contact iTunes. Follow the instructions in here.
As other stated, you need a computer with a recent enough version of iTunes and a Lightning cable. As long as you've got that, it's possible to completely restore an iPad to factory condition, even if the OS has been corrupted. I've done it a couple of times because my mother didn't remember the passcode that was set and/or she wrote the passcode down wrong.
