If after signing on to Apple Music and iCloud Music Library, does it want to transfer all your Music in your Library to iCloud. If that is so, then I would not want that. How do you only get Apple Music and Playlists to go to iCloud?

If you use the iCloud music library, your iTunes library is scanned to determine what can be matched or needs to be uploaded. Turn on iCloud Music Library with Apple Music - Apple Support
However, You can create a separate iTunes library to use with Apple Music. Use multiple iTunes libraries on Mac - Apple Support
You can add any music that you have and is not available in Apple Music.
