To enter a date and time stamp in a cell, double-click the cell so the cursor is flashing there ready for you to enter text and in the menu choose Insert > Date & Time.

To enter date and time in a Footer or Header when you are printing click in one of the three boxes at the top or bottom of the preview image and in the menu choose Insert > Date & Time.
