can I still load music to the old ipod shuffle using the newest itunes software?

I tried to insert the shuffle to the usb port on windows 10 computer. the itunes software said it could not find the device. I am not sure how to get it to see the drive. I wanted to take music off the laptop and load onto the shuffle. any other support ideas?
