How can I activate my ipad 2

My kid might try to open ipad with wrong pass code several times.

Now it was blocked and I tried to reset it following the

ipad 2 procedure.

Now, it shows slide power switch at the bottom,

but it did not work. Eventually I could power off and display shows

blank passcode and board of numbers.

But, I couldn't put numbers in to the passcode area,

And "Activation required" sign on above of it.

At the bottom, "slide unlock" shows but nothing I can't do

with it.
