Set up iCloud photo library see this article https://support.apple.com/en-in/HT204264

And select the desired photos https://support.apple.com/en-in/guide/photos/pht40b0be510/3.0/mac/10.13

And delete the photos https://support.apple.com/en-in/guide/photos/pht3bfab2f96/mac

Also , you can directly delete photos from www.icloud.com https://help.apple.com/icloud/#/mm08b49040b5

If you delete photos from iCloud.com the same photo will be deleted from system photo library folder of the photo application ( it acts like a mirror ) .
