Beeping not vibrating

My iPhone XS Max keeps beeping instead of vibrating? Like it won’t vibrate at all it just beeps in place of the vibrate.

Check Settings > Sounds & Haptics > Vibrate settings

Check Settings > Acceptability > Vibration [ON]
