Phone and ipad get stuck on waiting for approval screen. Any suggestions?

Apple Support by e-mail or chat Work through the screens to get a chat option. You may need to pick a problem that is slightly different than yours to get a chat option.

Verification code - how to get one and sign in with two-factor authentication
No, the verification code is not the issue. I have a Mac book Pro and an iPhone. Both are telling me I need to sign in to iCloud account in order to see all data. When I try to do this on either device, the device I am trying to sign into tells me to go one of my other devices signed in to ICloud to approve that device. ie signed into my iPhone and I am now signed into my iCloud account on my Mac and my iPhone install waiting for approval. my iPhone is listed as a trusted devise. Have tried this a number of times on either Mac or phone and same thing 'waiting for approval' I would turn off the two factor authentication if I could but I read that is not an option now. The two factor authentication turned on when I upgraded to Mojave. Any help out there???
