Can family sharing work if members of family are in two different countries ie Australia and Canada?

This is an incomplete answer. I'm head of family; rest of family is in Jamaica, and my kid there needs to share my expanded iCloud memory. We're having trouble making THAT work. So will someone please address the larger question, if you would?
