If it is activation locked the only person that can remove it is the original owner. If you aren't able to contact them and have them remove it then the iPhone is useless to you.

I have seen "commercial" that is software you pay for that promises it can unlock the phone. Do you know if thats a scam?
It’s definitely not legitimate. If it was easy to break there would be no reason for Apple to implement this anti-theft measure.
