Repeat is stuck and the instructions apple has to undo this isn’t working.

Glad you replied back with this update.

Based on your iOS version, while you're on the Now Playing screen viewing the album artwork, as shown in your screenshot, you'll actually want to swipe up to scroll down further on the page. You should then be presented with Shuffle and Repeat options, along with your Up Next list.
