How do I fix: Only half of a system preferences window, open on restart?

I know this question has been asked many times before without a definitive solution!

How do I fix: Only half of a system preferences window, open on restart?

Every time I start up onto this internal standard drive with 10.11.6 El Capitan on my early 2009 Mac Pro, I get an open half size system preferences window!

The drive operates normal has plenty of space and my Mac Pro has 22 GB of memory. I did all possible utility fixes, resets and re-install: trashed systempreferences.plist No change!

How and what do I safely trash anything that might be corrupt? Is there a window server.plist? Step by step please. Thank you for your help.

When you see half of a System Preferences Window (too high), this fixed it for me: Move the window by holding control - down arrow, then quit System Preferences and restart.
