iPad iOS 13.1 Several features not working on iPad mini 4
Anyone else experience issues with some of the new features?
For now, I can't get the widgets on homescreen and the quickpath swiping keyboard to work.

Hello,
For the home screen widgets open Settings > Display & Brightness and check if app size is set to more.
Are you using the full sized on-screen keyboard or the new floating keyboard? Quick Path only works on the floating keyboard.
