I don't care what anybody says (!) but there is a fault/glitch (which occurred in IOS 13 upgrade) when trying to rearrange Apps on the home screen, that no update is currently yet curing.
It doesn't matter how hard or soft you move the App icon around; you can reset the phone; or do all the tricks that other kind message boarders have advised etc - it simply doesn't work!
Apple - please fix on 13.1.2 as I cannot be the only person who this effects

Most testers just want the latest and complaint in the public forum if something is not working instead of using Feedback Assistant. Other developers are testing their own products that's all.
Go to Settings > Accessibility
Do you have Zoom turned on? If you do turn it off. This has helped many with moving apps.
I have no problem arranging my apps with iOS 13.1.1.

Have you had a third party screen replacement?
Make a genius bar appointment with Apple for an evaluation.
They have diagnostic tools and can tell you what options you have.

Still a glitch though as I've had the Zoom function turned on for years

This is one of those, how did no one catch this during the months of iOS beta testing?
You're welcome. Apple is aware and I'm sure an update will arrive in the future which will address this oddity.
