I have most of my pictures in albums on my Mac. If I change on my phone to use iCloud, do they remain in the albums or all over the place?

Where are these pictures and albums? Inside an iPhoto library? A Photos library? Somewhere else?
If in a Photos library, is that library connected to iCloud Photos?
Does the phone contain the same pictures? Different pictures? A mix?
What does "all over the place" mean to you?
All the pictures are in iPhoto. The pictures are in albums. I have attempted to put the pictures in iCloud to free up space in my hard drive which now will not back up my iPhone cause I don’t have enough space. I added more iCloud space but not sure how to get the photos there now. Yes. The phone has some of the same albums obviously not all cause I have 132 GB of pics. I was told they may become scattered once they are out in iCloud. Meaning even tho I have them in albums now, if I put the pictures in iCloud, will they remain in the said albums? Thank you.

Don't you mean Photos, the newer application with an icon that looks like a stylized flower or a rainbow kaleidoscope?
In Photos, any picture that shows in any album is in the library and also shows in many of the system-generated views. Might that be what you were told about? That's not duplication or scattering, just different ways to index the same items.
If you enable iCloud Photos on both your iPhone and your Mac using the same Apple ID, the pictures and videos from both devices will be merged into one library in the cloud (with some attempt at deduplication), and then downloaded as needed to make both devices contain all of the items. You may need to set the Optimize...Storage option on either device or both.
