New phone, need help with old phone still

Can I remove my Apple account from an old phone using/from my new phone; if I no longer have the old one? Will it allow the old phone to be used by a new person?

This will retain the Activation lock so no one can use it.

Find My iPhone - Erase your device

This removes the Activation Lock.

Find My Phone – Remove device
