Apple watch not pairyng

I have a apple watch and not pairing with mai iphone i have ios 13 from iphone but not asociating wit apple watch pls help mee

does not work with that association ... the clock is reset from the factory ... the moment I associate it with the phone it reaches the step where it checks to see if there are updates for the clock and so it remains. the clock returns to the step of association and the phone says it disassociates the clock and so I do not know what to do
