The price on Apple's U.S. online store website is before taxes. You need to add the New York State and City Taxes.
You can get a Tax calculation for it, if you go through the purchase steps, add the phone to the shopping bag on the website, and click on "Review Bag". You can then enter the Zip code for the store you want to buy it at to get the taxes.

Call the store and ask them. This is a world-wide site and asking what a specific state and local taxes are is hard for us to determine. Each state and local community in the USofA has its own tax structure.
