Why can't I send pictures to other phones that are not apple

I try to send pictures to people who don’t have an iPhone and my pictures fail to send .

You need to be provisioned by your phone carrier to use MMS and it has to be enabled in message settings.

Contact your phone carrier to troubleshoot.
