ios13.1 how to place url on home screen

Since updating my iPhone SE to ios13.1.2 the facility to use 'Share' in Safari to place a website URL on the home screen seems to have disappeared.

Why has the useful function been removed?

(I note that it remains an option in ipadOS).

Is there still a way to achieve this?

Please reinstate this functionality ASAP - it is much more convenient than having to mess around creating a 'Shortcut'

"Add to Home Screen" is still available on an iPhone.

Tap the Share button, scroll all the way down, tap blue text "Edit Actions..." and make sure that this option is added.
